🇲🇺 Mauritius: virtual-asset framework

Virtual Asset and Initial Token Offering Services Act and FSC licensing.

Educational status • 21 October 2026: Regulatory requirements are jurisdiction- and activity-specific. Verify current primary documents before relying on any statement.

Documented regulatory approach

Mauritius has the Virtual Asset and Initial Token Offering Services Act 2021. The Financial Services Commission (FSC) states that the framework came into force on 7 February 2022.

Licensing categories

The FSC lists virtual-asset broker-dealer, wallet, custodian, advisory and marketplace licences, alongside initial token offering registration categories.

Important distinction

A licence category does not mean every applicant qualifies or that every token or service is approved. Requirements depend on the specific activity and applicable rules.

Practical scenario

A business proposing custodial wallet services in or from Mauritius should check the FSC’s licensing criteria and seek qualified local advice before soliciting customers.
