FATF and Global Virtual-Asset Standards

Legal status: International standards and guidance, not a single worldwide crypto licence or directly applicable national statute.

Reviewed: 21 October 2026 • Language: English (additional translations planned)

What is FATF?

The Financial Action Task Force (FATF) develops international standards to address money laundering, terrorist financing and proliferation financing. Countries implement these standards through their own laws and supervisory systems.

Recommendation 15

FATF Recommendation 15 addresses new technologies, including virtual assets and virtual asset service providers (VASPs). Implementation includes risk assessment, licensing or registration where applicable, supervision and safeguards.

What is the Travel Rule?

The Travel Rule concerns required originator and beneficiary information for certain virtual-asset transfers handled by regulated service providers. Specific thresholds, scope and procedures depend on local law.

Implications for African businesses

Developers and merchants should distinguish operating a regulated virtual-asset service from simply using software. Assess customer due diligence, sanctions screening, privacy and recordkeeping based on actual activity and jurisdiction.
